D.1. General Information about Program

Department of Public Finance of Faculty of Economics and Administrative Sciences of Hacettepe University was founded in 1982 and started Bachelor's programme in the academic year of 1983-1984. The aim of the Department of Public Finance is to provide the educated work force needed both by private and public sectors. Turkish is the language of instruction. The department consists of four subfields: Theory of Public Finance, Fiscal Economics, Budgeting and Fiscal Planning and Fiscal Law. There is a Master's Programme with thesis and a PhD programme under the Institute of Social Sciences.

D.4. Provisions for Registration

1. Those having a university diploma in any field can apply for the program.

2. There is no minimum grade-point average (GPA) requirement.

3. There is no requirement for an ALES or Foreign Language Exam certificate. However, if the applicant submits a certificate, the following weighting schema will be used in evaluation (for those not submitting a certificate for ALES or Foreign Language, the score is considered to be zero).

Evaluation Criteria:

ALES Score: 20%

Foreign Language Score: 10 %

GPA: 30%

Interview: 40%

4. International students' applications are accepted in line within “Hacettepe University Graduate Programme and Exam Regulation" in Official Gazette (29 November 2016, No:29900).

5. The provisions which are not covered above will be implemented in accordance with the relevant provisions of Hacettepe University's Regulations on Graduate Education and Examination.

D.5. Qualification Requirements and Regulations

In order to acquire the master?s degree in the field of Public Finance, students have to collect minimum 60 ECTS from compulsory and elective courses as well as complete 30 ECTS term project successfully. Students can select at most 3 undergraduate courses as long as these courses have not taken during undergraduate education. Additionally, students must be successful on term project and their overall academic average must be 2.5 in order to graduate from the program.

D.6. Specific Arrangements for Recognition of Prior Learning

Successful postgraduate student of Hacettepe University or another institution of other higher education after at least one semester, may apply continue his/her education in our master programme. For applications to be considered; the quota of master degree lateral transfer has to be announced by the department. The candidates must meet the admission requirements and get successful grades (that can be found at the specified grade classification in HU Educational Regulations) from at least one semester of taken courses. The acceptance and orientation of students whose lateral transfer is deemed suitable by the head of department council is approved with the decision of the institute executive board.

The programme aims at providing individuals who will work as experts in the public or private sectors with advanced knowledge and skills in the field of public finance and enabling them to be able to analyse the field related information and interpret them using the information they obtained from diverse fields, to make evaluation and propose solutions.

D.12. Occupational Profiles of Graduates with Examples

Back

Graduates of our department can take jobs at various positions at private/public banks and institutions. Should they be successful at entry exams, they can work at various positions such as certified public accountant, administrative law judge, auditor, specialist, inspector and controller.

D.14. Profile of the Programme

 While 40% of the program is compulsory courses, elective courses hold 60%. Course phase of the program gives advanced level of information to the student about the field of study and the term project phase aims to provide information, skill and competency about the special area of study. 

D.15. Examination Regulations, Assessment and Grading

Calculation and assessment methods applied for each course is defined in the Course Education Plan in the Information Package and prepared by the concerned lecturer(s).

Regarding the exams and course success grades, the concerned articles of the H.U. Post-Graduate Education and Teaching Exam Regulations apply.

D.16. Graduation Requirements

In order to graduate from this program, the students should,

-Complete at least 90 ECTS (European Credit Transfer System) for post-graduate education program without thesis (taking 10 courses worth 30 local credits),

-Have at least 2.50 General Grade Average over 4.00 as defined by the H.U Post-Graduate Education and Teaching Exam Regulation,

-Required to prepare a term project
