Higher Education Administration Master?s Program with thesis will begin accepting students from the beginning of 2020-2021 academic year. Those who want to pursue a career in Higher Education Administration will be admitted to this program. Higher Education Administration program includes disciplines such as Higher Education Policies in the World and in Turkey, Organization and Administration of Higher Education, Leadership in Higher Education, Quality and Accreditation in Higher Education, Industry, Society and Sector Relations in Higher Education, Internationalization in Higher Education, Comparative Higher Education Systems, Finance and Economics of Higher Education, Higher Education Programs, Public Relations in Higher Education, Ethics in Higher Education. This program focuses on examining all aspects of higher education, identifying disruptive aspects, and identifying the necessary steps to manage them more effectively.

The admission requirements of the Higher Education Administration Master?s Degree Program are as follows: 

  • Applications of all graduates of undergraduate programs are accepted.
  • A minimum GPA of 2.00/4.00
  • ALES minimum score: 55 ( x) EW ( ) V ( ) Q
  • Foreign language score: 60

D.5. Qualification Requirements and Regulations

Higher Education Administration Master's Program (with thesis) consists of 21 local credit courses. Total ECTS credit is 120. The 60 of these credits is earned through course period and 60 in the thesis period. Elective courses can be selected outside the program (including other universities) with the provision of local and ECTS credit terms and approval of the advisor. Elective courses can be selected from other programs (including other universities) with the provision of local and ECTS credit terms and approval of the advisor. The graduate courses taken by a student from the national/ foreign higher education institutions in the last five years before enrolling at the Institute, including the graduate courses taken as a special student, can be transferred by the advisor's opinion, the recommendation of the division committee and the decision of the Institute Board of Directors. In order to graduate from this program, students are required to be successful with a minimum grade of "C1" (65-69) or "G" in all courses required in the programs and to prepare and defend a master's thesis. The program is carried out according to the provisions of Hacettepe University Graduate Education and Examination Regulations.

D.6. Specific Arrangements for Recognition of Prior Learning

Recognition of previous formal learning in Turkish Higher Education institutions is carried out within the scope of the relevant regulations determined by the Higher Education Council, vertical, horizontal and transitions within the university. If the conditions specified in the Regulations are complied with, a limited number of course credits can be transferred between departments or it is possible for a student to continue their education in a different section. The type recognized by the recognition of non-formal learning in higher education in Turkey, yet it is in an early stage of learning outside the formal learning experience surviving the HEC is not yet possible.

Higher Education Administration program aims to train qualified professionals with an interdisciplinary perspective and the knowledge, skills and competencies required by the era, closely following national and international developments, effectively using scientific developments in their theoretical studies and practices, questioning, researching, planning, organizing, controlling and developing; who have intellectual knowledge and can lead in units such as institutes, faculties, vocational schools of public or private universities.

In today's changing conditions, organizations have had to make some changes both structurally and administratively. Higher education institutions also got their share from these changes. Higher education institutions have to demonstrate an administration approach towards the expectations of all stakeholders after the changes. This makes the administration of higher education more important.

Management requires expertise. In order for this job to be carried out successfully, it is an imperative that the managerial power has some skills. The Higher Education Administration program is of great importance in this context, as it is a program that will improve the managerial skills of those who will have responsibility in higher education institutions.


This programm aims to train up qualified students on the higher education administration as endowed with definite knowledge and skills, as who could do scientific research, who have skills of researching, evaluating and interpreting information, who know measurement and evaluation approaches, who design instructional environments with respect to the current technological developments, who follow the current research in his/her field, who control each phase of the research related to his/her field on the basis of social, scientific and ethical values and teach those values.

Students who successfully complete the Master's Program in Higher Education Administration with a thesis can be employed as a higher education administration specialist in student services, human resources and research centers within universities.Students, who graduate from this program can continue to work at academic level.

D.14. Profile of the Programme

Higher Education Administration Master's Program with thesis includes 21 local credits and 120 ECTS credits. Higher Education Administration Master's Program with thesis consists of 6 compulsory courses, 4 elective courses and a master's thesis worth 60 ECTS. Elective courses can be selected from other programs (including other universities) with the provision of local and ECTS credit terms and the approval of the advisor. In the program, the ECTS credit rate of compulsory courses is 43%, and the rate of elective courses is 57%. In addition, in order to graduate from this program, students are required to be successful with a minimum grade of "C1" (65-69) or "G" score from all courses required in the programs, and to prepare and defend a master's thesis.

The measurement and evaluation methods applied for each course are described in detail in the "Evaluation System" tables prepared by the relevant faculty members and included in the information package. Related items of Hacettepe University Graduate Education and Exam Regulations are applied regarding exams and course success grades.

Minimum GPA: 2.50/4.00

The student presents thesis/art work at the end of the second semester. After the succesful thesis defence, the student graduates from program.
