Hacettepe University Institute of Population Studies was founded in 1967 to give graduate level education, and to conduct research on demographic, social, economic, cultural, and health aspects of population studies. The institute has long been carrying out nation-wide research projects which have elevated the reputation of the institute at national and international levels. Today, the Institute of Population Studies is one of the most well-respected research organizations conducting research on population studies.
Policy and Strategy Studies Division was founded in the second half of 2012, as a part of the process of re-organization of the Hacettepe University Institute of Population Studies. The Master of Science program of the division aims to provide theoretical and practical background on data collection as well as policy making in public organizations, following the concept of evidence driven policy making which is rapidly expanding world-wide. The program has a multi-disciplinary nature and involves many elective courses specialized in different areas of research. The medium of instruction is English. The institute provides computerized research units for educational purposes.

The applicants are required to,
- hold an undergraduate degree
- score a minimum of 70 on the ALES (Academic Personnel and Postgraduate Education Entrance Examination).
- score the standard minimum on one of the English proficiency tests approved by the Inter-University Board (the minimum score for YDS is 70)
- For all other inquiries not mentioned here, Hacettepe University Education and Examination Guidelines of Graduate Studies and Program Directives shall be followed.
- The degree is awarded to those who have successfully completed a minimum of 60 ECTS course and 60 ECTS thesis work.
- PSS501 Scientific Programming, PSS502 Probability and Statistics, and PSS503 Introduction to Economics are deficiency courses. Those students who have not taken these courses, or their equivalents approved by the Institute Board, may follow the regular program only after successfully finalizing the deficiency program.
- PSS601 Model Building, PSS602 Modelling under Uncertainty, PSS603 Decision Analysis and PSS613 Seminar are compulsory courses, whereas the rest are electives.
- A student who fails an elective course may enroll to another course instead of repeating the same course with the joint approval of the head of the division and his/her supervisor.
- The institute board establishes the admission requirements and the quotas of elective courses each year.
- Following the completion of course requirements, students start the process of writing a M.S. thesis, and they are assigned a thesis supervisor and an appraisal committee.

The credits obtained by the student via graduate courses, including those courses attended as a special student, from national/foreign institutions up to five years before enrollment may be transferred to the educational program with the consent of the supervisor, the proposal of the head of the division, and the approval of the institute board following Hacettepe University Education and Examination Guidelines of Graduate Studies and Program Directives.
The aim of the program is to nurture professionals who adopt the concept of evidence-based policy making in the process of developing public policies, and implement those in both governmental and non-governmental organizations.
The graduates of the program can be employed as policy and strategy making professionals at ministries and regulation institutions as well as all public and non-governmental organizations, and research-oriented private organizations. Because the medium of instruction is English our graduates can work abroad and at international organizations

Following the completion of course requirements, students start the process of writing a M.S. thesis. This process is governed by Hacettepe University Education and Examination Guidelines of Graduate Studies and Program Directives.
