Course objectiveThis course aims to introduce the fundamental principles and concepts in the field of decentralisation and local governments to doctorate students; and to inform them about the emergence and development of local governments both in the West and Turkey and the basic principles of local government system in Turkey. 
Learning outcomes
  1. Learns the basic principles and concepts in the field of decentralisation and local governments.
  2. Learns about local government systems in Turkey and in the world, the structure of these systems and change in such systems.
  3. Learns the basic principles of local government system in Turkey.
  4. Analyses the potential effects of the recent changes in the Turkish local government system.
Course ContentDecentralisation and its types, local government and its types, fundamental principles and concepts such as administrative tutelage, local autonomy, democratic local government, and subsidiarity; the emergence and development of local governments both in the West and Turkey; local governments in Turkish Constitutions; the distribution of authorities, functions and revenues between the central government and local governments (intergovernmental relations); administrative structure, authorities, functions, budgets and personnel of local administrations in Turkey (provincial, local administrations, municipalities, and villages), metropolitan municipalities and its application in Turkey, the economic enterprises and unions of local governments in Turkey; reform attempts in local governments in Turkey.
