Course objectiveThe main aim of this course is to review of major problems of Turkish public administration within the framework of the concept of administrative reform and its techniques; to evaluate the reform efforts in the past and discuss the future tasks in this field. 
Learning outcomes
  1. Learns the historical development of government reform in Turkey.
  2. Learns the concepts and techniques of government reform.
  3. Learns to understand the problems of governmental structure, processes, personnel, bureaucratic thinking and behavioral problems.
Course ContentAdministrative reorganization, administrative reform and similar concepts; the meaning, process and techniques of administrative reform; the historical background of administrative reform efforts in Turkey; problems and reform efforts related to administrative structure, administrative procedures, personnel, bureaucratic mentality and behaviour in Turkey.
