Course objective | This course is designed to examine the fundamental principles and concepts in the field of public policy; and public policy-making process and potential difficulties in this process. Within the framework of this aim, this course covers following subjects: Public policy approach to administration; policy process and its elements; policy formation (actors, policy instructions, constraints on clarity of policy statements); policy implementation (actors, organisational structures, bureaucratic norms, communication networks, obstacles to implementation); policy evaluation (evaluation standards, obstacles to evaluation, program termination). | |||||
