D.1. General Information about Program

Department of Public Finance of Faculty of Economics and Administrative Sciences of Hacettepe University was founded in 1983 and the Bachelor?s programme has been started in the academic year of 1983-1984. The program?s language of instruction is Turkish. The Department of Public Finance is composed of four branches; Theory of Public Finance, Fiscal Economics, Fiscal Law, Budgeting and Financial Planning.

D.4. Provisions for Registration

1. Graduated from any Master's Program, having a master's academic achievement average (GPA) of at least 2.50 out of 4 or equivalent,

2. At least 70 standard points in the equal weight score type of the Academic Personnel and Graduate Education Entrance Examination (ALES) conducted by the Assessment, Selection and Placement Center (ÖSYM) or H.Ü. from the internationally accepted GRE and GMAT exams. They must have received a score equivalent to 70 points within the framework of equivalence determined by the Senate,

3. They must have received at least 70 points from the Foreign Language Proficiency Examination (YDS) or the equivalent of 70 points from one of the nationally or internationally valid and equivalence exams accepted by ÖSYM.

4. If necessary, the candidate is subjected to a 1-year Scientific Preparation Program.

5. International student applications are accepted in accordance with the Hacettepe University Graduate Education and Examination Regulations published in the Official Gazette dated 26 November 2016 and numbered 29900.

Candidates who meet the above application conditions are taken to the program entrance exam. Candidates who receive the minimum score determined by the department in the written and/or interview exam evaluation are considered successful. The ranking of successful candidates is made by the exam jury according to their overall success score.

Provisions not included above will be applied in accordance with the relevant provisions of Hacettepe University Postgraduate Education and Examination Regulations.

D.5. Qualification Requirements and Regulations

For students accepted with a master's degree with thesis, the PhD program requires at least 240 ECTS credits, including at least 21 national credits and not less than 90 ECTS credits, sufficient courses, a seminar course, thesis proposal and thesis study, excluding the Qualification Exam Preparation courses. occurs. For students accepted to the doctoral program integrated with their undergraduate degree, it consists of at least 300 ECTS credits, including at least fourteen courses, thesis proposal and thesis study, excluding Seminar and Qualification Exam Preparation courses, not less than 42 national credits.

D.6. Specific Arrangements for Recognition of Prior Learning

Successful postgraduate student of Hacettepe University or another institution of other higher education after at least one semester, may apply continue his/her education in our master programme. For applications to be considered; the quota of master degree lateral transfer has to be announced by the department. The candidates must meet the admission requirements and get successful grades (that can be found at the specified grade classification in HU Educational Regulations) from at least one semester of taken courses. The acceptance and orientation of students whose lateral transfer is deemed suitable by the head of department council is approved with the decision of the institute executive board.

The programme aims to deepen up-to-date and advanced information of programme graduates in their fields based on their post-graduate qualifications, draw original conclusions by using information that requires expertise in analysing, synethesizing and making evaluations from new and complex ideas like the way they understand inter-disciplinary interactions, enable them to transfer their knowledge in their respective fields and prepare academically-appropriate works.

Graduates of our department can take jobs at various positions at public and private institutions. Should they be successful at entry exams, they can work at various positions such as certified public accountant, administrative law judge, auditor, specialist, inspector and controller.

The percentage of compulsory and elective courses in the program is 38%-62%.Course phase of the program gives advanced level of information to the student about the field of study and the thesis phase aims to provide information, skill and competency about the special area of study.

Calculation and assessment methods applied for each course is defined in the ?Course Education Plan? in the Information Package and prepared by the concerned lecturer(s).  Regarding the exams and course success grades, the concerned articles of the H.U. Post-Graduate Education and Teaching Exam Regulations apply.

The maximum period for successfully completing the credit courses required for the doctoral program, excluding the Qualifying Exam Preparation course, is four semesters for those accepted with a master's degree with thesis, and six semesters for those accepted to a doctoral program integrated with a bachelor's degree. During this period, the student who cannot successfully complete the credit courses mentioned above or who does not have a GPA of at least 3.00 out of 4 will be dismissed.
