D.1. General Information about Program

Information systems and Technologies are being used intensively in all sectors, particularly in the banking and public services. Intensive use and rapid development of information technologies have brought up security problems. It is not possible to fight against IT crime by the efforts of law enforcement only. To be able to fight against IT crimes; which are defined as destruction, theft, illegal use, alteration or unauthorized copying of information, software, services, equipment or communication networks; computer forensics labs and expert personnel are required.

To achieve this need a Research and Application Center of Forensic Sciences has been established and launched at our University.

The legislation applicable to the IT law provides broad authority to prosecutors and courts in appointing experts. Experts so appointed do not have documents proving their area of expertise. The Information Technologies Law Master's Program established at our institution aims to train experts in the IT field. In the program technology and law courses will be thought together. In this context, the program will be open to the graduates of all undergraduate programs.

D.4. Provisions for Registration

1. Those having a university diploma in any field can apply for the program.

2. There is no minimum grade-point average (GPA) requirement.

3. There is no requirement for an ALES or Foreign Language Exam certificate. However, if the applicant submits a certificate, the following weighting schema will be used in evaluation (for those not submitting a certificate for ALES or Foreign Language, the score is considered to be zero).

D.5. Qualification Requirements and Regulations

The minimum number of credits that students must complete in order to graduate from the program is 30. Additionally students must prepare a final project to be able graduate.

D.6. Specific Arrangements for Recognition of Prior Learning

Students who are eligible to enroll the Master's Program must have an undergraduate degree or an equivalent degree from foreign institutions.

D.7. Goals and Objectives

The Information Technology Law graduate program of Hacettepe University Institute of Social Sciences Department of Public Law is a first in its field. The purpose of the program is researching the effects of socio-economic transformation, which is based on technical infrastructure of IT systems, on legal systems; and providing advanced education with this regard.

Courses are arranged in a multidisciplinary structure in order to realize the program's purpose. Within this structure, it is aimed to evaluate both the scope and extent of technical developments in the field of information technology and the impact of developments in this area, together with the socio-economic structure that allows such advances, on legal systems.

In line with the aims of the program, students are provided with many aspects of problems arising in the field of information technology. In this respect, students are furnished with comprehensive information on both technical and legal issues, and encouraged to do research on such issues.

D.12. Occupational Profiles of Graduates with Examples

Graduates of the program will receive the "Information Technology Law Master's Degree" title. Students who graduate from the program can be employed in a variety of fields both in the public sector and the private sector.

D.14. Profile of the Programme

The number of elective courses in the program is quite high. This adds flexibility to the program, the program can be easily adapted to new and developing conditions. Students enrolled in the program may elect courses from other fields of study, and therefore have an opportunity to develop their qualifications in a versatile manner.

There are four obligatory courses in the program. Elective courses are determined at the beginning of the enrollment periods of each year by the Faculty Council, published in a list, and announced to the students.

D.15. Examination Regulations, Assessment and Grading

Evaluation and assessment methods for each course is defined in a "Course Teaching Plan", which is prepared by the faculty members who teaches that course. The relevant articles of the Hacettepe University Graduate Education and Examination Regulations apply to the exams and grades of the courses.

D.16. Graduation Requirements

The minimum number of credits that a student must complete to be able graduate from the program is 30. Students are required to complete a final project in order to graduate.
