Admission of university graduates to doctorate program is primarily through an interview. The number of the students and required qualifications are announced prior to the beginning of each semester. Admission requirements and deadline, venue and date of interview are also addressed in this announcement. Candidates must have a certified bachelor's diploma, satisfy ALES (organized by The Student Selection and Placement Center) or an equivalent test score with minimum requirements determined by Senate, satisfy the required minimum score specified by Senate for University Language Examination (ÃœDS) or for an equivalent test such as KPDS, TOEFL (Test of English As A Foreign Language), IELTS (International English Language Testing System). Registration procedures are conducted and organized by institute of science.

Interviews of candidates are achieved by a jury. Final grade for student qualification is calculated in accordance with HU Postgraduate Education and Exam Regulations by considering ALES or equivalent test score, undergraduate academic grade average and interview score. Ranking of successful candidates are done based on the final grade by interview jury.

The list of the candidates which are eligible for Doctor of Philosophy program registration are finalized by decision of the institute board. Results are announced by the institute. Enrollment of students are done on the dates specified in academic calendar determined by Senate. Successful candidates can register by submitting the requested documents by institute in a specified time period.
