D.1. General Information about Program

Department of Public Finance of Faculty of Economics and Administrative Sciences of Hacettepe University was founded in 1982 and started Bachelor?s programme in the academic year of 1983-1984. The aim of the Department of Public Finance is to provide the educated work force needed both by private and public sectors. Turkish is the language of instruction. The department consists of four subfields: Theory of Public Finance, Fiscal Economics, Budgeting and Fiscal Planning and Fiscal Law. There is a Master?s Programme with thesis and a PhD programme under the Institute of Social Sciences.

D.4. Provisions for Registration

1. Applicants who apply to the program must have completed a four-year Bachelor's Degree with an average of at least 2.50 over 4.00 (four).

2. Applicants are required to score at least 65 standard points from equal weight categories of the Academic Staff and Graduate Education Examination (Akademik Personel ve Lisansüstü Eğitimine Giriş Sınavı, ALES) organized by Measurement, Selection and Placement Center (Ölçme, Seçme ve Yerleştirme Merkezi, ÖSYM). Alternatively, applicants are required to submit an equivalent score, determined by the Hacettepe University Senate, in the internationally recognized GRE and GMAT examinations.

3. Applicants are required to score at least 65 in the Foreign Knowledge in Foreign Language Placement Examination (Yabancı Dil Seviye Tespit Sınavı, YDS). Alternatively, applicants are required to submit an equivalent score from other foreign language examinations, held at the national or international level, whose equivalence is approved by ÖSYM.

4. International students' applications are accepted in line within “Hacettepe University Graduate Programme and Exam Regulation" in Official Gazette (29 November 2016, No:29900).

5. Those conditions, which are not included below, are applied in accordance with the related provisions of the Hacettepe University Graduate Education, Instruction and Examination Regulations (Hacettepe Üniversitesi Lisansüst Eğitim, Öğretim ve Sınav Yönetmeliği).

6. Except the applicants graduated from Economics or Public Finance programs, the prospective students found to be successful may have to take Scientific Preparation Courses based upon the Hacettepe University Graduate Education and Examination Regulation.

D.5. Qualification Requirements and Regulations

The duration of the master's program with thesis, excluding the time spent in scientific preparation, is four semesters, starting from the semester in which the courses related to the program in which the program is registered are given, regardless of whether the student registers for each semester or not, and the program is completed in a maximum of six semesters.

At the end of four semesters, the student who cannot successfully complete the credit courses and the seminar course included in the curriculum, who does not have a GPA of at least 2.50 out of 4, who fails the thesis/art work within the maximum period or who does not take the defense exam, will be dismissed.

D.6. Specific Arrangements for Recognition of Prior Learning

 Successful postgraduate student of Hacettepe University or another institution of other higher education after at least one semester, may apply continue his/her education in our master programme. For applications to be considered; the quota of master degree lateral transfer has to be announced by the department. The candidates must meet the admission requirements and get successful grades (that can be found at the specified grade classification in HU Educational Regulations) from at least one semester of taken courses. The acceptance and orientation of students whose lateral transfer is deemed suitable by the head of department council is approved with the decision of the institute executive board.

D.7. Goals and Objectives

 The programme aims at providing individuals who will work as experts in the public or private sectors with advanced knowledge and skills in the field of public finance and enabling them to be able to analyse the field related information and interpret them using the information they obtained from diverse fields, to make evaluation and propose solutions. The programme also intends to prepare the students for the PhD programme.

D.12. Occupational Profiles of Graduates with Examples

 Graduates of our department can take jobs at various positions at public and private institutions. Should they be successful at entry exams, they can work at various positions such as certified public accountant, administrative law judge, auditor, specialist, inspector and controller.

D.14. Profile of the Programme

The proportion of compulsory courses in the program is 45%, while the proportion of elective courses is 55%. The course phase of the program gives advanced level of information to the student about the field of study and the thesis phase aims to provide information, skill and competency about the special area of study.

D.15. Examination Regulations, Assessment and Grading

 Calculation and assessment methods applied for each course is defined in the ?Course Education Plan? in the Information Package and prepared by the concerned lecturer(s).  Regarding the exams and course success grades, the concerned articles of the H.U. Post-Graduate Education and Teaching Exam Regulations apply.

D.16. Graduation Requirements

 The thesis master's program consists of a total of 120 ECTS credits, including at least 21 national credits and not less than 60 ECTS credits, at least seven courses, one seminar course and 60 ECTS thesis work.

At the end of four semesters, the student who cannot successfully complete the credit courses and the seminar course included in the curriculum, who does not have a GPA of at least 2.50 out of 4, who fails the thesis/art work within the maximum period or who does not take the defense exam, will be dismissed.
