D.1. General Information about Program

Demands for learning Turkish as a foreign language are increasing day by day. In addition to the interest in the cultural heritage of Türkiye and the Turkish world from the past, political developments also have an impact on this increase. In parallel with this increase, undergraduate education and postgraduate studies on Turkish and Turkish culture in educational institutions have also gained momentum. On the other hand, although the number of Turkish teaching centers in Türkiye and abroad is increasing, there is a need to improve the quality and quality of education.

Considering the known historical past of 2000 years; It is a historical reality that the Turks, who were influential in many geographies from Mongolia to Vienna, continued their existence with their language and culture wherever they went. During the spread of Turkish from Mongolia to the West through Central Asia, Iran and Anatolia, dictionaries were written to understand and teach Turkish, the language of the dominant culture, for people with other languages. Divan-ı-Lügati't-Türk, which Mahmud of Kâşgar stated that he wrote with the aim of ensuring that Arabs learn Turkish, is the best example of this.

While Mahmud of Kashgar wrote a dictionary according to the methodology and understanding of the period, today there is no adequate and developed system for teaching Turkish. Therefore, it is necessary to establish the infrastructure to teach Turkish as a foreign language by taking advantage of all language teaching methods and experiences. For this, it is necessary to conduct research on both Turkish and teaching Turkish as a foreign language, and to produce approaches, methods and scientific knowledge that will enable the systematic and more functional teaching of Turkish to foreigners. With this knowledge, it is essential to provide original and competent manpower in the field to teach Turkish as a foreign language. This will only be possible with master's and doctoral education and original theses produced within this framework. For this reason, it is necessary to quickly eliminate the lack of academic knowledge in teaching Turkish and to open PhD programs in Teaching Turkish as a Foreign Language.

Looking at teaching Turkish as a foreign language only as "language teaching" or leaving the field only to Turkish Education departments specializing in "teaching Turkish as a mother tongue" means ignoring a universal methodology and tradition and creates a serious narrowing in the field. For this reason, the field; Linguistics, structural features of Turkish and language educators make it necessary to work together. Turkic Studies Institute offers this program with a multi-disciplinary approach; In collaboration with at least 14 faculty members from the Faculties of Literature and Education, excluding its own faculty members, it carries out its activities in a transparent and healthy manner with universal qualities, without compromising the scientific approach.

D.4. Provisions for Registration

1- Having graduated from one of the master's programs in the field of social sciences.

2- At least 60 standard points in one of the numerical, verbal or equal weight score types of the Academic Personnel and Graduate Education Entrance Examination (ALES) conducted by the Evaluation, Selection and Placement Center (ÖSYM) or H from the internationally accepted GRE and GMAT exams. .Ü. They must have received a score equivalent to 60 points within the framework of equivalence determined by the Senate and must have received at least 60 points from the Foreign Language Proficiency Level Determination Exam (YDS) or an equivalent score from one of the nationally or internationally valid and accepted exams whose equivalence is accepted by ÖSYM. is necessary.

3- International student applications are accepted in accordance with the Senate Decision of our University Senate dated 15.01.2014 and numbered 2014-28 "Principles Regarding Application and Admission Conditions for Foreign Candidates to Hacettepe University Graduate Education Programs".

4- Provisions not included above will be applied in accordance with the relevant provisions of Hacettepe University Postgraduate Education and Examination Regulations.

5- Special provisions apply for students with bilateral foreign agreements, government scholarships, Yunus Emre Institute, Presidency for Turks Abroad and Related Communities and other scholarships.

5a- Having a Master's degree in the fields of Language, Literature, Dialects and Translation and Interpretation, Turkology and Teaching Turkish as a Foreign Language from the Education, Science and Letters and/or Literature Faculties of Universities.

5b- Those who have a master's degree from abroad must have an equivalency degree in the fields mentioned in the first article or a master's degree in Turkology.

D.5. Qualification Requirements and Regulations

To complete a total of 240 ECTS, including 90 ECTS course credits, 30 ECTS doctoral qualifying exam preparation credits and 120 ECTS thesis credits, and to be successful in all courses taken at the end of four semesters and the doctoral qualifying exam specified in the Hacettepe University Graduate Education regulations after completing the courses, to complete and present the thesis report within the specified periods.

D.6. Specific Arrangements for Recognition of Prior Learning

In this regard, the criteria determined by Hacettepe University Postgraduate Education and Examination Regulations are taken as basis.

According to the provisions of the regulation, the equivalence of previously taken courses with the courses in the program is made as a result of the evaluation in terms of content and credit.

D.7. Goals and Objectives

The main task of this graduate program is to produce scientific knowledge and develop appropriate methods for teaching Turkish as a foreign language both at home and abroad, using scientific method and an interdisciplinary approach. For this purpose, to provide candidates with the most effective approaches, methods and techniques in Teaching Turkish as a Foreign Language, and also to enable candidates to produce knowledge based on the teaching of world languages by developing new methods and techniques in this field. In addition, to provide the scientific infrastructure and produce appropriate content in the preparation of content suitable for the developed methods and techniques.

D.12. Occupational Profiles of Graduates with Examples

Students who successfully complete the program;

i) Approaches the teaching of Turkish as a foreign language in an integrated manner,

ii) Acquire a methodology of producing knowledge parallel to scientific methods and findings in the world in the field of teaching Turkish as a foreign language;

iii) Reads, understands and analyzes at least one of the source languages required for research on teaching Turkish as a foreign language from history to the present, and produces and interprets new information in a way that contributes to universal knowledge.

iv) Based on the above experience, academician, teaching etc. have the equipment to perform their profession successfully.

v) Have the qualification to work in the field of teaching Turkish to Foreigners in domestic and foreign units affiliated with Yunus Emre Institute, language teaching units affiliated with the Ministry of National Education, TÖMERs and private language schools at home and abroad.

D.14. Profile of the Programme

During the doctoral course period, the student must take a total of 10 courses. At least 8 of these courses must be from the doctoral program and the student must show an academic success of at least 3.0 out of 4. The student who cannot achieve this success within the given time will be dismissed from the program. According to the regulation, the doctoral student who successfully completes his courses takes the Preparation course for the Doctoral Qualification Exam in the following semester and takes the Doctorate Qualification Exam in the following semester. Those who fail this exam are given the right to take a second exam. The Doctoral Qualification Exam aims to evaluate the student's knowledge of general theoretical, methodological issues and thesis topic. Students who are successful in the exam are given two years to prepare their theses, and the progress of their studies is evaluated by the Thesis Monitoring Committee, of which the advisor is also a member, meeting twice a year. Students who have not been able to prepare their theses even though their studies are satisfactory are given a maximum of 2 years of extension. The student must defend his thesis in front of a jury that decides by majority vote.

D.15. Examination Regulations, Assessment and Grading

Students have to attend courses coded and fulfill minimum requirements for success. These include attendance, presentations, assignments and passing grade for exams.

D.16. Graduation Requirements

The student who successfully completes the courses must prepare a doctoral thesis with an interdisciplinary and original method in the field. This thesis is passed/failed by being defended in front of a jury determined by the Institute Board.
