D.1. General Information about Program

Phd program of Department of Computer Education and Instructional Technologies operating under the Institute of Educational Science is four-years and thesis program. The program, which was opened in the 7 April in 2005, gave its first alumni in 2009.Meeting some of the requirement of manpower in the academic disciplines of Instructional Technologies and Distance Education, educating academic personnel for the program of Computer Education and Instructional Technologies, which is started by the Council of Higher Education, and educating expert in the program of Computer Education and Instructional Technologies for both private and public sector, conducting research for the scientific development of the program can be counted as among main objectives of the PHD program that operates under the department. The main research topics of the program e-learning, the diffusion and integration of Information and Communication Technologies, Constructivist Instructional Design and evaluation models, Educational Computer Games, Online Learning, politics of technology, Multi-media Design, Usability and Human-Computer Ä°nteraction, Cognitive processes and its reflections to the learning environments .

D.4. Provisions for Registration

Candidates holding a master degree in the field of Computer Education and Instructional Technologies (CEIT), ICT Technologies, Education Technologies, and Educational Sciences can apply.

Application, admission and registration procedures for Ph.D program of CEIT are executed in accordance with respective items of “Hacettepe University graduate education-instruction and examination regulation”

Candidates who will apply for PHD program of CEIT department must have the followings:

Master diploma: Bachelor's degree (The diplomas obtained from abroad must be certified by Council of Higher Education for the equivalence)

Transcript: A document which indicates GPA, the list of courses taken in the master level and course grades.

For the ones applying for Ph.D. with a bachelor's degree, to have a ALES point set by senate provided that it is not lower than 80 standard points and to have an undergraduate general point average which is at least 3 out of 4 or its equal.

ALES Score: The candidates who will apply must have taken either ALES, GRE or GMAT exams or equivalence scores from ALES, GRE or GMAT and get required minimum score. ALES Point: 60 (Equal Weight, Numerical)

Foreign Language Exam Document: The candidates who will apply for graduate program must have taken either KPDS/ÃœDS/YDS or any other foreign language exam whose equivalence is ratified by Interuniversity Unit (UAK) of Higher Education Council and get minimum point set by Senate of Hacettepe University.

International Students: International students must meet minimum language point for languages such as English, French and German languages except for their mother language.

D.5. Qualification Requirements and Regulations

Successfully completing all the courses, applications, proficiency test, PHD thesisthat exists in the program is the term required for graduation. In addition to this, students should not subject to situations of exclusion declared on Hacettepe University graduate education-instruction and examination regulations.

D.6. Specific Arrangements for Recognition of Prior Learning

From inside the university or other higher education institutions' graduate programs, passing to the PHD program of the department is possible. The required terms for this declared at Hacettepe University graduate education-instruction and examination regulations. In addition, students studying an undergraduate and graduate program at a higher education institution or students want to increase their information and application competence in a specific topic by completing these educationscan continue to the specified courses as special student with the plausible opinions of responsible of courses and the head of connected department, the approval of board of directors of institute.

D.7. Goals and Objectives

In our present day, both scope of information and technological developments are spreading at a massive speed. These formations as usual are affecting teaching-learning styles. Instruction and learning technologies as an academic discipline started to lay its foundations with the development of technology from preparations of instruction materials to the presentation and evaluation process, the inevitability of technology, specifically that of based on computer, oriented educators to seek new theories and application ways. In the last years, instruction/learning technologies gained more importance with the development of multi-media and web technologies. In addition, Turkey has determined a big goal for the application of education that based on computer and internet in the primary, middle and secondary schools. On the other hand, the Council of Higher Education takes one of the important steps in the issue of education based on internet with a regulation that is enacted for universities. When it comes to private sector, it makes huge investments in the issue of providing content in education and demonstration of theses contents at the computer and internet settings.

The need for educated manpower in the area of instructional technologies and distance education increases at the various countries of the world and at Turkey. PHD program of our department aims to conduct scientific research about the use of technologies based on computer in the teaching/learning processes, and its development and spread, distance learning and e-learning, developing products, educating necessary manpower.

D.12. Occupational Profiles of Graduates with Examples

Students who complete the Computer Education and Instructional Technology PHD program graduate with the doctorate degree. Graduated students of the PH.D program can be employed in academic position of universities or in companies which design instructional materials. They can work in public or private sector as well they can be employed in distance education institutions as an e-learning specialist. In addition to these, they can work as a specialist, assistant specialist or a broadcaster in different agencies and institutes as TRT, TUBÄ°TAK. If they want, PH.D graduates could continue their post doctorate educations.

D.14. Profile of the Programme

Computer Education and Instructional Technologies PH. D programme is a four (eight midterm) years program. Students accepted with a graduate degree must complete at least 21 credits, students accepted with undergraduate degree must complete at least 42 credits; in accordance with ECTS, students with graduate degree must complete at least 240 credits, students with undergraduate degree must complete at least 300 credits course and credits of thesis/art study (http://www.egitimbilimlerienstitusu.hacettepe.edu.tr/?sayfa=yonetmelikler). Students can choose courses according to their own study field and interests. A student with an academic grade of at least 2.75 and completed courses successfully will be able to take the exams for doctoral proficiency. This exam aims to examine if the students have the expanded knowledge and skills with the synthesis and creativity ability about the basic subjects in the science field and about the subjects related to doctorate study. “Thesis Monitoring Committee” is being formed by opinion of advisor and academic department committee, proposed by head of department and assigned by administrative board of institute, for each student who passed the proficiency exam. Ph.D candidate student present his/her thesis proposal including purpose of the study, method and study plan, to the “Thesis Monitoring Committee” orally within the six months. Thesis Monitoring Committee convenes within one month after the exam term and monitor thesis progress and guide to students.

Not exceeding the projected maximum time limit for the programme, students who completed their thesis are brought to the thesis defense. Students, whose thesis is accepted, finalize their thesis in line with the committee's suggestions and deliver to the institute in one month at latest after editing it in line with the spelling rules and binding. Students whose thesis had the revision decision are granted an extension of time up to six month with the decision of administrative board of institute. Within this time period, students do required revisions and defense their thesis again at the date and place which is determined by department and stated to the institute. At the end of the defense, students whose thesis is not accepted by the jury or students who are rejected after the revision, start their thesis/art study with a new proposal not earlier than three months.

Passing the proficiency exam, having an accepted thesis proposal and successfully completing doctorate dissertation work are the sufficient and essential requirements to graduate as a PH.D. In addition to those students must not be subjected to quitting condition which is stated in the article of Hacettepe University Graduate Education and Examination Regulations.
